Course Description

Course: ELS01 - Executive Leadership Seminar (ELS) - currently NOT offered!

Type of Course: Residence - 8.5 working days

Target Audience:

  • GS12-15 managers/supervisors/team leaders (non-bargaining unit employees) of NWS field offices, regional headquarters, and national headquarters.
  • Must be supervisors, team leaders, or have significant responsibility for guiding and directing the work of others.
  • NON-NWS Attendees: Employees from other NOAA line offices and other federal agencies meeting criteria equivalent to the NWS criteria are also eligible to attend.

This seminar is open to all federal agencies. For increased diversity, collaboration experience and sharing of ideas, methods and experience, there will be 15-20 slots available in each session for non-NWS applicants who are 1st or 2nd line supervisors or team leaders guiding and directing the work of others.

Course Description:

This seminar is a leader development experience and is not a technical personnel/supervisory course.

Course Goals: To develop leaders of character and competence and create an integrated strategy for personal and organizational effectiveness. Particulars covered include: communication, change, values, leadership roles and responsibilities, stress and wellness, ethical decision making, and diversity

Course Methodology: This course consists of subject matter expert guest speakers from the public and private sectors, real world participant case studies, professional readings and written assignments.

Course Objectives: Upon completion of this course the participant will:

  1. Distinguish between leadership and management
  2. Identify and apply leadership actions which encourage followers and result in high performance
  3. Identify and apply storytelling skills as a leadership tool
  4. Identify and apply listening as a communication and leadership competency
  5. Increase your ability to align intellect and character in perception, judgment, and ethical decision-making
  6. Describe physiological stress responses and how they impact decision-making, relationships, and performance
  7. Apply techniques to implement effective change
  8. Increase awareness of the attitude-achievement connection
  9. Apply effective problem-solving processes
  10. Build resource networks and alliances with group members

Required Prerequisites: Specific pre-course requirements and materials will be provided to participants with the selection letter and welcome packet approximately one month before the course. This includes completion of:

  • Approximately 2 - 3 hours of reading
  • The MBTI type indicator assessment (approx. 30 minutes)

Optional, Recommended: MGT05 - Management and Supervision or equivalent
