Course Description

Course Name: Warning Coordination Meteorologist Development Course

Type of Course: Blended course integrating online pre-course recommendations and 7.0 days at the NWSTC.

Target Audience: Warning Coordination Meteorologists (WCMs), Service Coordination Hydrologists (SCHs), or NCEP employees filling the WCM/SCH role at a National Center

Eligible Agencies: NWS-only

Course Start/End Times: Tuesday 8:00 am - Wednesday 5:00 pm

Course Travel Information: Travel to the course occurs the Monday before the start of the course. Return travel can begin Wednesday evening, but participants should not schedule return flights departing before 6:30 pm. More specific instructions will be sent to students and supervisors six to eight weeks before the start of the course.

Course Description: This course focuses on developing skills needed to successfully administer the WCM program in the IDSS era. The course emphasizes building relationships and effectively communicating with partners and customers,  as well as understanding how weather, water, climate impact critical decisions made by our partners and customers. Findings from social science studies and research on how people respond to high impact weather events will be integrated throughout the course. The course format combines facilitated discussions, presentations, and interactive exercises.

Course Goal: To provide the skills for WCMs to effectively lead their office’s WCM programs. These programs include:

  • Delivering impact-based decision support services to partners and customers.
  • Conducting a WFO area-wide preparedness program.
  • Conducting a WFO area-wide preparedness planning and citizen education effort with and through various local and state agencies, the media, and other organizations.
  • Conducting area-wide evaluations of WFO products and services.

Course Objectives: Upon completion of this course participants will be able to:

  • Apply techniques to effectively build relationships and trust with partners.
  • Describe methods and processes to engage, interact, and listen to partners and customers.
  • Communicate weather information and impacts effectively with partners and customers.
  • Develop and deliver engaging multimedia presentations.
  • Lead local warning programs such as spotter presentations, storm/flood damage assessments and verification.
  • Lead outreach and educations programs such as:  StormReady, TsunamiReady, and WRN Ambassadors program.
  • Establish resource networks and alliances with group members.

Course Content: Topics include communication techniques and media responses, building relationships with partners to better understand how weather impacts their decision making process, creating and delivery engaging multimedia presentations for partner decision makers, storm damage assessments and surveys, social science - how people respond to high impact weather events, transitioning to being an effective management team member, and basic labor management relationship principles.

Specific course schedule, requirements and materials will be provided to participants with the selection letter and welcome packet approximately six weeks before the course.
